Technical documentation for tenders and minor contracts

We prepare all the technical documentation required to award automation and engineering projects through minor contracts, simplified open procedures and public tenders. CPV 71321000 · 71314000 · 45311000.

Engineering for the Public Sector

Procurement of engineering services by town halls, county councils, universities and other public bodies requires specific technical documentation that justifies the proposed solution, demonstrates the company's technical capability and allows the contracting body to verify compliance with the contract object.

At Bluemation we have direct experience working with the public administration: we have delivered projects involving municipal building automation, BMS systems for libraries and town halls, and remote monitoring of public installations under minor contracts and simplified open procedures. We know the documentary requirements and CPV codes that apply to this kind of project.

If you are a municipal engineer, public administration maintenance manager or infrastructure manager, we can help you both draft the technical specifications to put a project out to tender and execute and fully document it once awarded.

Documentation We Deliver

Complete technical documentation for every contract phase

Tender phase

Project technical specification

Detailed description of the proposed technical solution: system architecture, selected equipment with technical justification, execution methodology, work plan and estimated results (energy savings, maintenance improvement).

Tender phase

Technical prescriptions document (PPT)

Drafting of the PPT so the contracting body can correctly tender the project: minimum technical specifications for equipment, installation requirements, communication protocols, applicable standards and technical evaluation criteria.

Execution phase

FAT/SAT acceptance test protocol

Factory Acceptance Test protocol (at our facilities) and Site Acceptance Test (in the building) with point-by-point verification of every functionality. Signed by the administration's technical lead.

Execution phase

As-built drawings and installation schematics

Technical documentation updated to the real state of the installation after execution: electrical schematics, communications network diagram, control cabinet layout and equipment location plan in the building.

Delivery phase

Operations and maintenance manual

Manual tailored to the municipal maintenance staff profile: system operation, occupancy schedule management, alarm interpretation, fault response procedure and preventive maintenance plan.

Delivery phase

CE certificate and declaration of conformity

CE Declaration of Conformity for the control electrical cabinet under Low Voltage Directive 2014/35/EU and IEC 61439. Technical construction documentation kept available for the supervising authority.

Delivery phase

Source code and system backup

Delivery of the control program source code (TwinCAT, TIA Portal, etc.) in editable format, with full usage licence assigned to the administration. The public body has full intellectual ownership of the developed software.

Post-delivery

Verified energy savings report

Report with real consumption data before and after system rollout, useful for justifying the investment to control bodies, internal audits and grant applications.

CPV Codes and Contract Types

CPV codes and procurement procedures that typically apply

Applicable CPV codes

71321000

Engineering services for building installations

The most common code for BMS projects, HVAC control and lighting in public buildings.

71314000

Energy engineering services

Applies to energy management projects, consumption monitoring and technical audits.

45311000

Electrical installation works

For projects that include installation and wiring of control electrical cabinets.

71700000

Monitoring and inspection services

Applies to maintenance and supervision contracts for automation systems.

72212000

Industrial software programming services

For PLC, SCADA and control system programming projects in public installations.

45317000

Other electrical installation works

Installation of automation systems, sensors and actuators in existing facilities.

Common procurement procedures

Minor contract

< €15,000 (services) · < €40,000 (works)

The most agile procedure. No mandatory advertising or multiple bids required where justified. Ideal for individual building work or one-off maintenance and automation interventions.

Simplified open procedure

€15,000 – €100,000 (services)

Abbreviated procedure with publication on the contracting party's profile. Reduced timelines compared with the standard open procedure. Very common for BMS projects or automation across multiple buildings.

Standard open procedure

> €100,000 (services) · > €150,000 (works)

Full procedure with publication on contracting platforms (PLACE, PLACSP) and minimum tender deadlines. For larger projects such as automation of a portfolio of buildings.

Framework agreement

Multiple contracts under pre-set conditions

For administrations that procure engineering services on a recurring basis. Speeds up procurement of successive interventions without repeating the full procedure each time.

Note on contract splitting

Article 99.2 of the LCSP prohibits the artificial splitting of the contract object to evade thresholds. Each intervention must have its own object, purpose and functional unit. We provide technical advice to the contract manager so the scope of each intervention is correctly defined.

Applicable Regulations

Regulatory framework for engineering projects in the public administration

LCSP · Law 9/2017

Spanish Public Sector Contracts Act. General framework for public procurement in Spain. Regulates procedures, thresholds and documentary requirements.

RITE · RD 1027/2007

Spanish Regulation on Thermal Installations in Buildings. Requires control and zoning systems in HVAC installations in buildings.

RD 56/2016 Energy Efficiency

Mandates periodic energy audits in large organisations. The BMS supports compliance and documentation of these audits.

EU Directive 2023/1791

New Energy Efficiency Directive. Sets a 1.9% annual reduction target for the public sector's energy consumption.

EN ISO 52120 · Building automation

Classifies buildings by automation level (A-D). Defines technical requirements for each class and their impact on energy efficiency.

IEC 62443 · OT cybersecurity

Cybersecurity standard for industrial automation and control systems. Applies to building control networks connected to corporate networks.

IEC 61439 · Electrical cabinets

Design and verification standard for low-voltage switchgear and controlgear assemblies. Basis of the CE certification of the cabinets we deliver.

BACnet · ISO 16484-5

International communication standard for building automation systems. Guarantees interoperability between equipment from different manufacturers.

RD 842/2002 · REBT

Spanish Low Voltage Electrotechnical Regulation. Applies to the control electrical installations included in automation projects.
